Description

The Executive Director of Human Resources (HR) is responsible for the development, implementation, and maintenance of HR policies, programs, and procedures. The Executive Director further maintains responsibility for personnel issues, interpretation of, and compliance with rules and regulations and collective bargaining agreements; recruitment; benefits/compensation administration; training and professional development; and supervision of HR staff. The Executive Director works closely with academic and administrative leaders to support their efforts and align practices and procedures. The Executive Director works closely with the Director of Diversity, Equity, and Inclusion and the HR staff to develop an inclusive climate for recruitment, onboarding, and retention of employees from diverse backgrounds. The College seeks a partner to foster employee engagement through the design and implementation of trainings and professional development programs, as well as through the bolstering of onboarding processes. The Executive Director of Human Resources must have the ability to creatively solve problems, weigh decisions independently, and maintain a healthy sense of humor and an even temper. The Executive Director reports to the President and is a member of the President's Cabinet.

Essential Functions: 

  • Participate in the recommendation, development and implementation of College-wide policies, goals, objectives, procedures, systems, and programs related to human resources. 
  • Interpret, monitor, and ensure proper application of, and compliance with, state and federal law, College policy, and collective bargaining agreements. Advise College leadership as to personnel and compliance issues.
  • Serve as the College's hearing officer for union grievances and complaints. Represent and advocate for the College at mediations, arbitrations and employee-related litigation. 
  • Oversee management, administration, and integrity of personnel processes and HR office functions including, but not limited to: recruitment, onboarding, personnel records management; employee evaluations; benefits administration; compensation administration and adjustment; and worker's compensation. 
  • Act as Affirmative Action Officer, 504 Coordinator, and Public Records Officer for the College. Handle employee accommodations.  
  • Lead investigations and draft findings for complaints pursuant to the College's Affirmative Action Policy and other complaints. Participate in Title IX complaint processes as needed in collaboration with the Title IX Coordinator.  
  • In alignment with the college's strategic plan and in collaboration with the HR staff and the Director of Diversity, Equity, and Inclusion, ensure diverse applicant pools for faculty and staff searches with a focus on equitable hiring practices. Works to create a diverse and inclusive workplace for all faculty, staff, and students. Ensures that all personnel practices are valid and reliable, and do not have adverse impact on traditionally marginalized  groups.
  • Manage HR office budget.Negotiate and approve third party contracts related to HR such as advertising, professional development, consultants, software and web applications, etc. 
  • Train, instruct, and assign and monitor work and performance expectations for HR staff.  
  • Maintain visibility in the College community including but not limited to serving on College-wide committees and in the community in meetings, associations, etc. Participate as a member of President's Cabinet.
  • Serve as member of College's Criminal Offender Records Information (CORI) review committee for employees and students.
  • Serve as advisory member on the sub-committee of the Board of Trustees responsible for annual evaluation of the College President.
  • Serve as a member of the College's Emergency Response Team to assist in coordinating personnel operations in event of campus emergency.
  • Attend State-wide HR Director meetings.
  • Attend and lead other committees as needed. 
  • Keep abreast of significant events, methodologies, and techniques in areas of responsibility. Maintain memberships in professional associations; represent College on external committees, etc. 
  • Perform other duties as responsibilities as necessary or as requested by the President.

Requirements

  • Bachelor's degree in Human Resources, public administration, business administration or a related field required, master's degree preferred, 5-10 years of progressively responsible experience in Human Resources administration.
  • Two (2) or more years of supervisory experience of HR operations.
  • Experience with collective bargaining agreements / union relations, including contract interpretations and grievance processing.
  • Experience and commitment to equitable hiring practices.
  • Demonstrated experience and knowledge using information technology in business applications for planning and applicant tracking.
  • Must possess strong interpersonal and communication (both oral and written) skills.
  • Must be a self-starter, highly organized and detail oriented.

Preferred Knowledge and Skills

  • Prior MA community college experiences a plus.
  • SHRM-CP, PHR, SHRM-SCP, or SPHR.
  • Knowledge and experience in higher education.
