The Association of California Water Agencies (ACWA) is seeking an experienced, motivated and highly organized Clerk of the Board to provide critical support to ACWA Board of Directors and Executive Committee and be an integral part of ACWA’s Executive Office.

ACWA’s member agencies are responsible for 90% of the water delivered to California communities, farms, and businesses. Together, members play an active role in managing the state’s water resources and creating progress in groundwater management, safe drinking water, water use efficiency, water recycling and desalination.
About the Role
The Clerk of the Board is a full-time non-exempt position within the Executive Office. The Clerk of the Board facilitates high-level communication between and directly with the Board of Directors, consisting of 37 members, as well as the Executive Committee; schedules and handles complex meeting logistics and prepares agendas and packets for meetings and other Board related events; manages official records; facilitates board officers’ and regional board election; tracks and prepares Board policies, bylaw amendments and board resolutions.
The Ideal Candidate
The ideal candidate will possess a strong knowledge of board and committee meeting procedures, meeting minute recording and summarization actions, advanced methods for electronic calendaring, and possess strong communications skills. Qualified candidates will possess an equivalent to an Associate degree in public administration, business administration or a related field with at least four (4) years of experience in administrative or secretarial work, two (2) of which included supporting a board of directors and facilitating public meetings.
Key Responsibilities
- Facilitate communication between the Executive Director and the Board of Directors, Executive Committee, ACWA member agencies, ACWA staff, external agencies and organizations, and the public.
- Plan and prepare Board/Executive Committee agendas; coordinate and assist staff with submittal of agenda material and review for completeness. Distribute agenda packets to Board/Executive Committee and staff.
- Develop materials and facilitate orientation processes for ACWA Board, Executive Committee and Board Officers.
- Prepare and manage meeting minutes and actions and maintain official records of meetings.
- Coordinate facility arrangements, meeting room setup, and audio-visual resource requirements.
- Maintain Board Policy Manual, Resolution book, and ACWA Bylaws and manage amendment process for policies and bylaws. Coordinate the preparation and presentation of Board resolutions.
- Manage Election Committee process for the election of ACWA Board Officers, and coordinate facilitation of regional board elections.
- Manage General Session notification process for amendment of Bylaws or to conduct any other specifically identified membership business.
- Prepare monthly Board Officers’ expense reports and process some expense reports for the immediate past president as needed.
- Accurately prepare correspondence, memos, and notices from rough draft, verbal instruction, or transcribing machine recordings in a timely manner; independently compose routine correspondence as needed.
- Exercise independent judgment on matters pertaining to the Board schedule, workflow, policies and procedures.
- Build and maintain positive working relationships with co-workers, other association employees and the public using principles of good customer service.
- Perform related duties as assigned.
Requirements
Required Knowledge of
- Board and committee meeting procedures and operations; agenda and meeting minute preparation best practices.
- Electronic calendaring and modern office systems.
- Records management principles including creation, retention of sensitive documents, and access of official records laws.
- Business communication and report-writing practices.
- Microsoft Office Suite (Word, Excel, Powerpoint, Outlook) SharePoint, Zoom, MS Teams, Adobe and other related web applications.
- Customer service principles and safe work practices
Skills and Abilities to
- Prepare comprehensive and accurate reports and agenda packets. Create, edit, and format a wide range of documents.
- Record, summarize, and transcribe meeting proceedings.
- Provide high-level administrative support requiring independent judgment.
- Coordinate high-volume schedules, manage multiple tasks and prioritize tasks effectively.
- Maintain well-organized filing systems and research information as needed.
- Maintain highly confidential information demonstrates high level of integrity. Effectively manage change including unplanned change in agenda, direction or plans.
- Communicate clearly and professionally in writing and verbally to ensure clarity and precision.
- Build cooperative working relationships, interact effectively with Board Members, their respective staff, and other high-profile elected officials in person, via phone, virtual platforms including but not limited to email, text etc.
Minimum Qualifications
Any combination of training and experience that would provide the required knowledge, skills and abilities qualifies:
Education & Experience
Equivalent to an Associate Degree in public administration, business administration or related field and a minimum of four (4) years of experience in administrative or secretarial work, two (2) of which included supporting a board of directors and facilitating public meetings.
Salary & Benefits
ACWA is prepared to offer a competitive salary in the range of $46.07-$59.90 per hour, depending on education and qualifications. In addition, ACWA offers a competitive benefits package that includes;
-Retirement - ACWA participates in the California Public Employees Retirement Systems (CALPERS) under a 2.5% at 55 formula for classic members and 2% at 62 formula for new members. ACWA does not participate in social security.
-Retiree Health Contribution Program.
-Medical, Vision and Dental insurance - ACWA offers medical, vision and dental coverage for employees and their dependents. The cost varies according to the plan selected.
-Standard Life and Accidental Death & Dismemberment (AD&D) Insurance - ACWA provides basic employee life/AD&D at no cost to the employee equal to two times the annual salary up to a maximum of $300,000.
-Holidays and Leaves - 14 paid holidays per calendar year including 12 fixed holidays and 2 floating holidays that are chosen by the employee (with approval from management). 12 paid vacation days first year and 12 sick days per year.
-Telework - Hybrid with at least 3 days in the office and 2 days remotely.
