Senior Human Resources Business Partner

Position Summary
Reporting to the HR Director, the Senior HR Business Partner provides strategic advice, expertise, and guidance to Association leadership and staff across all program areas and departments. Key focus areas include employee and labour relations, engagement, leadership development, diversity, equity and inclusion, workforce planning, and operational support.
Key Responsibilities:
Employee and Labour Relations
- Provide expert advice and guidance on workplace issues, ensuring fair and consistent application of policies and collective agreements.
- Manage and resolve complex employee relations issues, providing advice, support and guidance to leadership. Facilitate conflict resolution sessions and mediate disputes between employees and/or management.
- Disability management/accommodation guidance ensuring that cases are well managed and meet policy, best practice and legislative requirements.
- Offer advice, guidance and tools to leaders in performance management processes, including coaching, counseling, and progressive discipline.
- Lead investigations regarding employee complaints, grievances, and allegations of misconduct, harassment, or discrimination. Prepare detailed investigation reports and recommend corrective actions or disciplinary measures.
- Participate in union labour management meetings, foster positive relationships between the employer and union through collaborative issue resolution.
- Support HR Director with internal bargaining processes and procedures.
- Back up HR Director as required.
Strategy and Operations
- Drive people-focused initiatives that foster a positive and inclusive workplace culture.
- Lead the Association’s diversity, equity and inclusion program and initiatives.
- Provide strategic advice and facilitate initiatives related to leadership development, workforce planning and organizational development.
- Develop and revise policies based on organizational needs, legislative changes, alignment with changes to collective agreements or other internal needs.
- Provide advice and support in operational activities such as recruitment and selection, offboarding, benefits and pension, job classification, HRIS, occupational health and safety and committee/staff meeting content/facilitation.
- Create new strategy material and periodically present to leaders.
Qualifications:
- Successful completion of a bachelor’s degree in Human Resources, Business or related field.
- CHRP designation is preferred.
- Minimum 7 years of progressively responsible HR experience working in a unionized environment, with an emphasis on strategic labour relations and workforce planning.
- Minimum 2 years of HR leadership/supervisory experience in mentoring and coaching advisor level staff.
- Experience in employment law, employee/labour relations and best practices.
- Demonstrated expertise in consultation, coaching, facilitation and mediating positive workplace solutions.
- HR related change or project management experience. Certification in Change Management Processes (Prosci or APMG) is preferred.
- Experience in Microsoft Office applications and HRIS software. Experience in UKG is considered an asset.
- Excellent relationship management, presentation and teamwork expertise.
- Strong organizational and planning skills.
- Preference to applicants with previous public sector and unionized workplace experience.
