Description
The Association of California State Supervisors (ACSS), affiliate of California State Employees Association, is California’s largest and most experienced organization dedicated exclusively to advancing the employment and professional interests of California’s state-employed supervisors, managers and confidential employees working in every state department and agency.
ACSS is looking for an Attorney/Senior Attorney ($8,773 to $14,319 per month with excellent benefits, including a defined benefit retirement and 401(k) employer match) to join its staff and actively contribute to the ACSS mission to fight for better careers and compensation for state supervisors, managers and confidential employees. The position will be office based in Sacramento, CA with some telework available.
The duties for this position include, but are not limited to:
- Performing a wide variety of legal work representing ACSS and its members in administrative hearings, formal dispute resolution proceedings and civil litigation.
- Advising, counseling and representing ACSS and members before courts and administrative bodies, including disciplinary appeals before the State Personnel Board and statutory appeals/grievances before the Department of Human Resources (CalHR).
- Representing members and ACSS through the meet and confer process including collection and assimilation of data and preparing and advocating for proposals.
- Giving written and oral legal advice.
- Performing legal research.
- Preparing and reviewing legal documents.
- Acting as technical advisor to various ACSS bodies and officials.
- Assisting, advising and training other employees in the area of employer/ employee relations.
- Drafting and analyzing legislation and regulations.
- Ability to independently handle difficult and complex labor relations matters.
Requirements
The minimum qualifications for this position are:
Education: Graduation from an accredited law school. (Accredited means by the American Bar Association or the State Bar of California.)
- Active membership in the State Bar of California.
- Possession of a valid California driver’s license and automobile.
- Senior Attorney requires at least 5 years full-time experience in the practice of law including 2 years of supervision of a practicing attorney or distinct legal office.
Selection for this position shall be based upon the following criteria:
- Strong background in public labor and employment law, civil litigation, and/or administrative hearing practice.
- Knowledge of California’s State Personnel Board, California Department of Human Resources (CalHR) and Office of Administrative Hearings is strongly preferred.
- Ability to handle a diverse caseload of administrative actions.
- Ability to establish and maintain rapport and credibility with diverse demographic groups, as well as with professional, technical, administrative and service workers.
- Ability to communicate effectively with fellow staff and members, including working well with difficult people and show sensitivity to members’ concerns and emotional state.
- Demonstrated ability to work autonomously.
- Effective written and verbal communication skills.
- Ability to work occasional nights and weekends.
- Proficient in Microsoft Office Suite including Outlook, Word, PowerPoint and Excel.
